Let us introduce our key consultants

Eva Bruce – Chairperson and Chief Executive Officer.
Ms. Bruce has over 25 years of experience leading the accounting, financial reporting, and systems development and implementation for a large local government. As the Director of Accounting Operations and Systems Development for the City and County of San Francisco, Eva has extensive experience in managing government accounting operations and in the successful implementation of San Francisco’s ERP system.

 
Dwayne McKinley, CPA, CGFM – President and Chief Operating Officer.
Mr. McKinley has extensive experience working with government, health care, employee benefit plans, and education clients in the areas of financial systems implementations, quality control reviews, systems design and development, and accounting, auditing, and financial reporting. As a former Senior Manager of KPMG Consulting, Inc., Dwayne has served as the project manager on many complex financial systems implementations.
 
Evelyn Bruce, CPA – Vice-President of Finance and Administration and Chief Financial Officer.
Ms Bruce has over 25 years of combined experience in public and governmental accounting with an active Certified Public Accountant in the State of California since 1982. She has over 13 years experience in accounting, reporting and establishing internal controls for complex operations of large enterprise departments of the City and County of San Francisco. Evelyn has also managed the complex conversion and implementation of various financial and other related reporting systems, enhancements, and integrations for these enterprise departments.
 
Arnold Holz, CPA – Senior Advisor.
Mr. Holz has over 25 years of experience as a senior government financial management executive. Arnold was formerly the Chief Financial Officer of the National Aeronautics and Space Administration (NASA) and served as the Director of General Accounting and Reporting for the State of Maryland. Mr. Holz is a Past President of the Government Finance Officers Association (GFOA) and is currently an active member of the GFOA’s Standing Committee on Accounting, Auditing, and Financial Reporting. In these capacities Arnold has provided executive leadership, oversight and management for significant financial management systems implementation, and accounting auditing and financial reporting for large and small organizations.
 
Pete Rose, CGFM, CPA – Client Services Manager.
Mr. Rose has over 30 years of experience in state and local government financial management and reporting. Pete currently provides individualized training for governments implementing GASB34, such as the City and County of San Francisco, Cuyahoga County, Ohio, and Columbus, Ohio. Pete was previously the Finance Director for the Village of New Albany and served as the Controller of the Ohio Bureau of Workers’ Compensation. Pete served on GASB’s Financial Reporting Model Task Force and is a Member of the AICPA’s National Governmental Training Program Steering Committee. Pete is a member of the AGA’s Academy for Government Accountability and the Professional Certification Board, which oversees the Certified Government Financial Management program.
 
William Blaustein – Managing Consultant.
Mr. Blaustein has over 25 years of experience working with public sector, education, and health care organizations to implement large-scale, high-transaction information systems. As a former Managing Director of KPMG Consulting, Inc., Bill has led many systems integration projects for numerous clients.
 
Jocelyn H. Bruce, MD – Corporate Secretary and Special Advisor to Florida Project Director.
Dr. Bruce is a recognized leader in the Miami and South Florida non-profit community. In addition to serving as a professor in Neuropathology at the University of Miami School of medicine, she is also Founder and President of NANAY, Inc., the National Alliance to Nurture the Aged and the Youth in Miami. Dr. Bruce will advise the project director in delivering services in Miami.
 
Chip Lynch – Information Technology Consultant.
Mr. Lynch has over 5 years experience in the design and development of Web based systems and data warehouses with expertise in web based and client/server front-end tools, such as Cognos, Business Objects, Holos, and Brio. Chip is also a DBA and system administrator with experience over seeing the daily maintenance of systems running Oracle 7, 8, and 8i, on Windows NT/2000, HPUX, and Sun Solaris systems.
 
Adrian Cunanan – Information Technology Consultant.
Mr. Cunanan is a Microsoft Certified Systems Engineer (MCSE) and Certified Professional (MCP), as well as being a Cisco Certified Network Associate (CCNA). Adrian has experience in network software/hardware troubleshooting, general local area network administration, helpdesk and desktop support.
